INTERNATIONAL SHIP AND PORT FACILITY SECURITY (ISPS) CODE

The Transport Security and Contingency Directorate (TRANSEC) of the Department for Transport
TRANSEC are the policy leaders for security on all modes of transport including the ISPS Code and operationally implement measures in UK ports and on UK registered passenger ships

MCA is responsible to TRANSEC for:

  • Operationally implementing the ISPS Code in relation to all UK registered cargo ships;
  • Undertaking security aspects of Port State Control inspections of foreign vessels in UK ports, including passenger ships where this is a logical extension of the Port State Control inspection;
  • Receiving ship security alerts and handling in accordance with agreed standard operating procedures;
  • Approving and auditing training providers for Ship Security Officer and Company Security Officer Courses

MCA’s Security Policy Branch provides advice to MCA on:

  • managing the development and consistent implementation of the International Ship and Port Facility Security (ISPS) Code to meet the requirements of Transec and EC Regulation 725/2004
  • promoting and providing advice on maritime security issues to internal and external stakeholders
  • effective liaison with TRANSEC
